Initial commit: Odoo 18 RAG stack

Scraper, indexer, and FastAPI query service for Retrieval-Augmented
Generation over Odoo 18 documentation. Uses Qdrant + Ollama (nomic-embed-text
+ llama3.1). Integrates with ActiveBlue PeerBus agent interface.
